SUBJECT: FOREIGN REQUEST FOR JUDICIAL ASSISTANCE

1. The Dili District Prosecutor's Office and the United Nations
Police National Investigations Department's Prosecution Support
Unit conveyed a request for judicial assistance to the Embassy
on December 22. The Prosecutor's Office asked the Prosecution
Support Unit to investigate misadministration at the Customs
Department in 2000 and 2001. As part of that investigation, the
Prosecution Support Unit requests all information, including
current contact information, for Edgar Doucette, an American
citizen employed by the United Nations Police from June 22,
2000, until December 19, 2001. The Prosecution Support Unit
states that Doucette worked at Dili Harbour Customs as a Border
Control Officer. Based on the investigation so far, Doucette is
suspected of committing crimes of corruption.

2. Public sources suggest the individual in question is Edgar
J. Doucette of 2255 Par Lane, Willoughby, OH 44094. Doucette is
a retired U.S. Customs officer who served in East Timor and
Yugoslavia.

3. Post has sent an electronic copy of the incoming request to
