SUBJECT: JCMB prep-meeting(s) for London Conference

1. (U) This cable reports the draft agenda, as of December 14, for
the 13th session of the Joint Coordination and Monitoring Board
(JCMB) scheduled for January 20, 2010. The 27 Heads of Mission for
Afghanistan's major donors will gather at this session, co-chaired
by Finance Minister Zakhilwal and UNAMA's Special Representative of
the Secretary General for Afghanistan Kai Eide. The JCMB session
will focus on security, governance, and economic development, aiming
to decide and prioritize the key themes for the London Conference on
January 28. Before the full-JCMB session, two committees will
convene to decide the agenda items listed 1-5 below. The Combined
Social and Economic Development and Governance Standing Committee
will meet on January 12 and the Security Standing Committee will
meet on January 13. Minister Zakhilwal told CDDEA Ambassador Wayne
on December 16 that after his conversation with UK DFID Secretary of
State Alexander he is satisfied that the UK is on the same wave
length with him on the London Conference agenda (Details Septel).

Decision Items:

1. Strengthening security sector reform institutions and Afghan
responsibilities: endorsement of growth and reform plans for the
Afghan National Security Forces.

2. Presentation and discussion of the Afghan Government's short-
term reform agenda.

3. Endorsement of the Afghan Government's plan to focus ANDS
implementation on economic growth by organizing its effort around
several clusters of ministries.
Updates:

4. Briefing by Afghan Finance Minister on recommendations to improve
budget execution rates.

5. Briefing by Afghan Finance Minister on findings from the latest
Donor Financial Review, status of international community pledges
from prior JCMB meetings, and request for donors to channel more
assistance through the GIRoA's budget.
