1. Reftel letter was delivered to Foreign Minister Moratinos
on November 23. While a formal response is still pending,
contacts at the MFA have reaffirmed Spain's commitment to
provide essential funding for the Palestinian Authority,
particularly through EU mechanisms. Foreign Minister
Moratinos is likely to provide more information during his
December 14 bilateral meeting scheduled with Secretary
Clinton in Washington.
