SUBJECT: (U) Nicaragua Signs Military Logistics Sharing Agreement

1. (U) On November 20, 2009 in a ceremony at Nicaraguan Army Headquarters in Managua, representatives of the United States and Nicaragua signed an Acquisition and Cross-Servicing Agreement (ACSA). Signing for the United States was LTG P.K. Keen, Military Deputy Commander of U.S. Southern Command, and signing for Nicaragua was General Moises Omar Halleslevens Acevedo, Commanding General of the Nicaraguan Army. The Ambassador observed the signing ceremony.


2. (U) PDF files of the signed originals in English and Spanish
are attached, as is the text of the transmittal letter from the
Nicaraguan to the U.S. Embassy, dated 27 November 2009. Originals
have been pouched to U.S. Southern Command in Miami. Copies have
been pouched to WHA/CEN in the Department.
