1. We delivered reftel non-paper, draft letter and experts'
input in English to MFA DVBR Department Third Secretary
Leonid Kozlov on December 2. Kozlov informed us that the
higher-ranked MFA officials responsible for this issue were
currently in Vienna, but they would return next week and
review our proposals. Post will follow up with the MFA on
this issue next week and report any response.
