REF: 2006 BLUE LANTERN GUIDEBOOK

1. This is an Action Request. See paragraphs 2-4.

2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in
conducting a post-shipment check on license 050174483 for
the export of one (1) International Traffic in Arms
(ITAR)-controlled Bell UH-1H helicopter to South Africa.
Post is requested to complete this Blue Lantern
inquiry within 45 days. Lack of response to a Blue
Lantern inquiry will affect pending and future licenses
involving parties to this license.

3. Reason for request: Foreign end-user is a non-military
entity; verify compliance with Proviso 1 of the license
approval.

4. ACTION: The Department requests that Post confirm that the
foreign end-user, Leading Edge Aviation, is in continued
possession of the aircraft and that it is being used for the
purpose stated on the license application. Post is also asked
to verify that the subject helicopter is not militarily
configured and that all fixed hard-points have been removed,
as was required prior to export of the aircraft per Proviso 1
(see para 4) of the license approval.

--Department of State License for Permanent Export of
Unclassified Defense Articles and Related Unclassified
Technical Data, signed 11 June 2009, approved 6 July 2009.
