1. On December 2, Poloff delivered reftel demarche to Michael
Ndivayele, the new director for multilateral affairs at the
Ministry of Foreign Affairs. Building on an earlier
discussion on the subject of religious defamation with
Ndiavyele's predecessor, Poloff pointed to Namibia's voting
record on the subject and urged a "no" vote or at least an
abstention in the UNGA plenary. Ndivayele did not share
Namibia's position, but promised to convey the USG position
to his principals.
