REF: 2006 BLUE LANTERN GUIDEBOOK

1. This is an Action Request. See paragraphs 2-4.

2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a post-shipment check on license 050114240 for the export of
one (1) International Traffic in Arms (ITAR)-controlled UH-1H
Bell helicopter to Costa Rica. Post is requested to complete
this Blue Lantern inquiry within 45 days. Lack of response
to a Blue Lantern inquiry will affect pending and future
licenses involving parties to this license.

3. Reason for request: Foreign end-user is a non-military
entity; verify compliance with provisos 1 and 2 of the
license approval (see para 4).

4. ACTION: The Department requests that Post confirm that the
foreign end-user, Fuego de Indios, S.A. (FDI) is in continued
possession of the aircraft and that it is being used for the
purpose stated on the license application. Post is also asked
to verify that the subject helicopter has been demilitarized
and that all fixed hard-points have been removed, as was
required prior to export of the aircraft per provisos 1 and 2
of the license approval. A copy of the provisos will be
emailed separately.

--End-Use Statement signed by Robert Liechty, dated 2 July
2008.
