1. After further consultations with the Turkish National
Police (TNP), we have identified the following TNP candidate
for the OSCE Counterterrorism Workshop to be held in Vienna
February 11-12, 2010. (TNP did not provide a second name as
an alternate.)

Yusuf TOPCAN, Major, Turkish National Police, Intelligence
Department Headquarters.

Major TOPCAN received his Bachelor's Degree in criminal
justice from the TNP Police Academy in 1995.

His curriculum vita follows:

1996-1998 - Deputy Inspector, TNP Public Order Department,
Antalya, Turkey
1998-2000 - Deputy Inspector, Protection Unit, Prime
Ministry, Ankara, Turkey
2000-2004 - Captain, Intelligence Analyst, TNP Intelligence
Department Headquarters, Ankara, where he worked as an
analyst against separatist terrorist movements.
2004-2007 - Captain, Embassy of the Republic of Turkey in the
United States, Washington, DC and Algers, Algeria.
2007- present - Major, TNP Intelligence Department
Headquarters, Ankara, Turkey.

In 2000, TOPCAN attended a counterterrorism course and a VIP
protection training course in Washington, DC.
