SUBJECT: GOC WILL SUPPORT COPENHAGEN ACCORD BY JAN 31

REF: 10 STATE 3079

On January 13, Emboff demarched the Director of the Ministry of
Environment's Climate Change office Andrea Garcia to request that
the GOC officially support the Copenhagen Accord by the January 31
deadline. Garcia confirmed that Colombia will do so, but that it
is not ready to submit a list of its mitigation goals and targets
yet as the GOC is still evaluating that issue internally. Garcia
also mentioned that Australian officials had contacted the GOC to
request that it send a representative to unofficial meetings in New
York next week to further discuss the Accord and to consolidate
support for it. Garcia will be traveling as the GOC representative
to those meetings, which will include senior negotiators from
island nations. Ministry of Foreign Affairs North America Director
Adriana Maldonado and Director of Economic, Environmental, and
Social Issues Yadir Salazar were also informed of the demarche.
Salazar added that Colombia's U.N. representatives have been in
informal meetings this week with Special Envoy Todd Stern and
representatives from other countries to further discuss the Accord.
