SUBJECT: UK TO SEND FIVE REPRESENTATIVES TO NUCLEAR
SECURITY SUMMIT SHERPA MEETING

1. (SBU) Poloff delivered reftel joint demarche to Rhydian
Phillips, Deputy Head of CBRN Security at the Foreign and
Commonwealth Office (FCO), on January 29, along with
Political Counselor Birgitta Tazelaar of the Embassy of the
Netherlands. Phillips thanked the U.S. and the Netherlands
for the formal invitation to the third Nuclear Security
Summit (NSS) sherpa meeting and confirmed that the UK would
be attending. Phillips said that the UK would be sending
five representatives to the meeting, although only three will
be present in the conference room at any given time.
2. (SBU) Phillips said that the UK was actively engaging with
a majority of countries involved in the NSS to underscore the
importance of the Summit itself and of the drafting process
leading up to it. Phillips offered UK help at the sherpa
meeting and said that the UK was willing to lobby other
countries as necessary, stressing that the UK, the U.S., and
the Netherlands "see eye to eye" on the importance of the NSS
and of the drafting process.
