1. (U) Poloff passed information in para 4 of reftel to the
GDRC Director of the Bureau of African and Middle-Eastern Affairs,
Ministry of Foreign Affairs (MFA).

2. (SBU) Responses to requests for information in para 6 of
reftel follow:

Composition of delegation

- The GDRC gave conflicting information whether President
Kabila would lead the delegation. Post will continue to press the
GDRC for confirmation of Kabila's plans.

- Foreign Minister Alex Thambwe Mwamba, and an advisor

- Tati Xavier-Honore, Director, Bureau of African and
Middle-Eastern Affairs, MFA, and two advisors

- Professor Jean-Pierre Banza Kalumba, Counselor, College
of Politics and Diplomacy, Office of the President

Arrival and departure times

- The working-level delegation will arrive January 24.

- Foreign Minister Thambwe would arrive on either January

- Not known at this time. It is being coordinated by the
DRC Embassy in Addis Ababa.
