1. (U) A/DCM delivered demarche points contained in ref
message regarding the White House executive order on
"distracted driving" to MFA Director of the America's Section
Maria Isabel de Resende on 28 January 2010. Resende said that
Angola shares U.S. concerns over traffic fatalities caused by
cell phone use while driving. As a result, Angola last year
adopted strict penalties in its national motor vehicle and
traffic code for the use of cell phones or any other device
that impairs driving ability. Infractions are punishable
through fine, and/or drivers license revocation.

2. (U) From personal observations at Post, our officers have
witnessed first hand strict enforcement of the new traffic
code, and can confirm a growing civic awareness of the issue
on the country's roads.
