1. (SBU) Economic Counselor delivered reftel demarche to Heherson
Alvarez, Presidential Adviser on Climate Change and head of the
Philippine's climate change delegation, on January 19. Alvarez was
optimistic about the potential impact of the Copenhagen Accord and
clearly stated that he would contact the United Nations Framework
Convention on Climate Change to associate the Philippines with the
Accord by the January 31 deadline.
