1. (U) Per reftel, on January 20 Post delivered a demarche to
Nikolai Smirnov of the Ministry of Foreign Affairs' North
America Department thanking the GOR for emergency air
transportation, equipment, and personnel sent by the Ministry
of Emergency Situations (EMERCOM) to assist victims of the
recent earthquake in Haiti. Post did not receive a response
but will continue to maintain contact with EMERCOM.
