1. (SBU) On January 14, PolOff delivered reftel non-paper on
Dissuading Abuse of the NPT Withdrawal Provision to Kim
Sung-eun, Second Secretary, Disarmament and Nonproliferation
Division, Ministry of Foreign Affairs and Trade. On January
20, Kim notified PolOff that Shin Dong-Ik, Director General
of International Organizations, will travel to Manila for the
February 1-2 NPT workshop and plans to discuss this non-paper
and other NPT-related issues there with Ambassador Susan Burk.
