SUBJECT: EMBASSY ZAGREB RECOMMENDED PARTICIPANTS FOR OSCE
COUNTERTERRORISM WORKSHOP

1, (U) In response to reftel, Embassy Zagreb nominates the
following individuals to attend the 11-12 February 2010 OSCE
counterterrorism workshop in Vienna.
2. (SBU) Tihomir Lulic, (DOB: July 9, 1976; POB: Osijek,
Croatia). Lulic has worked on counterterrorism issues for
the MFA for 7 years. He served as the Head of Section for
the Security Council office for MFA during Croatia's
non-permanent membership on the UNSC, where the GoC's theme
for its chairmanship was counterterrorism. He helps manage
Croatia's counterterrorism coordination as a member of the
GoC's interagency working group on the suppression of
terrorism in which MFA is the lead agency.
3. (SBU) Renate Juric, (DOB: October 28, 1964; POB: Split,
Croatia). Juric is the Head of the Division that covers
counterterrorism at the Croatian Security and Intelligence
Agency (SOA). She has long -term experience working on
counterterrorism issues for SOA.
4. (SBU) Both candidates speak English and are in a
position to influence policy. Both have been involved in
developing the Croatian national strategy for the suppression
of terrorism, which includes the protection of critical
infrastructure in partnership with the private sector as one
of the main pillars of Croatia's national counterterrorism
priorities. They are also both currently working on drafting
an action plan for the Croatian national counterterrorism
strategy.
