1. Embassy San Jos???? reports the following two officers
who carry energy portfolios:

Tim Lattimer, Regional Environmental Officer

Mr. Lattimer focuses on the environmental impacts of energy
planning and production, regional clean energy development, and the
nexus between climate change and energy, while Mr. Kissel focuses
on the economic impacts. Mr. Lattimer is the lead contact person
for the Embassy's relationship with the Costa Rican Ministry of
Energy, Environment, and Telecommunications. The two officers work
collaboratively together on the portfolio.

2. In addition, two Locally Engaged Staff members also back-stop
Messrs. Lattimer and Kissel:

3. Embassy San Jose anticipates that a new foreign service officer
will join the Pol/Econ section in April or May. The new officer
will work in the Econ unit and will succeed Mr. Kissel with the
energy portfolio. When the new officer arrives at Post, we will
inform Washington of the change.
