SUBJECT: Greek Contributions in Afghanistan - New Support for
Reintegration and for U.S. Programs in Education and Water

1. (U) On February 2, the Greek MFA shared with Post a paper
compiling Greek military and financial contributions in
Afghanistan. The paper details three new pledges of assistance: 1
million euros for a women's education program, and 1 million for a
World Bank drinking water program, both in cooperation with the
United States, and a 500,000 euro pledge as a first installment of
Greece's contribution to the Afghan Reintegration Fund announced in

"Hellenic Contribution in Afghanistan"

CURRENT ISAF

-- One Composite Battalion (including an engineers company) in the
Kabul region (122 men strong). Following a recent SHAPE decision,
the Hellenic Composite Battalion in Afghanistan (TESAF) will be
included in the NATO Training Mission (NTM-A) in Kabul.

-- An Operational Mentoring and Liaison Team (OMLT), consisting of
3 men, to the 201 Army Corps of the Afghan National Army (ANA).

-- 10 staff officers at ISAF HQ.

-- 2 staff officers and 4 military policemen deployed at the Kabul
International Airport (KAIA).

PLEDGED ISAF

-- An additional Operational Mentoring and Liaison Team (OMLT),
consisting of 19 trainers, for ANA's Capital Division to be
deployed by summer 2010.

-- 53 officers to assume command of the Kabul International Airport
for a six-month period, beginning April 2010.

-- Two medical teams of (8) eight doctors and medics ready to be
deployed whenever requested.

-- We are ready to offer training to Afghan military personnel in
Hellenic military institutions.

-- 3 million Euros contribution to the ANA Trust fund

-- 600,000 Euros contribution to Helicopter Fund in the context of
the UK-French Initiative.

DEVELOPMENT ASSISTANCE


67,07 million Euros from 2002 to 2008 to international efforts for
development and humanitarian purposes.

4,6 million Euros in 2009, including:

-- 1.000.000 Euros, Women education program in cooperation with
USA.

-- 1.000.000 Euros, World Bank drinking water program in
cooperation with USA

-- 300.000 Euros, financing Hungary's Provisional Reconstruction
Team (PRT) on health, education, agriculture, women education
related activities in the Baghlan region (additional 500.000 Euros
were contributed in 2008).

-- 700.000 Euros, financing Spain's PRT on health and education in
the Badghis region

-- 300.000 Euros, financing Estonia's PRT on health in the Helmand
region

-- 500.000 Euros, financing Lithuania's PRT on health and education
in the Gohr region

-- 300.000 Euros, financing Czech Republic's PRT on agriculture and
education in the Logar region

-- 400.000 Euros, World Food Program

-- 100.000 Euros, OSCE/ODIHR Election Support Team

Pledge for 700.000 Euros as a contribution to the Law and Order
Trust Fund for Afghanistan-LOFTA (UNDP).

Pledge for 500.000 Euros as first installment of Greece's
contribution to the Afghan Reintegration Fund.
