1. (U) Post requests the Department's assistance in screening the
following candidate, of the Brazilian Air Force, who has been
nominated to participate in a PhD Research Program, from March 22,
2010 to March 18, 2011, at the Naval Postgraduate School, Monterey,
CA, pursuant to the Leahy Act and Foreign Assistance Act.

derogatory information of gross human rights violations by the
