1. Post delivered reftel points to the office of Mr. Silviu Megan,
Romania's National CITES Representative in the Ministry of
Environment and Forestry, on January 29. However, the Ministry
informs us that Mr. Megan is traveling extensively and is
unavailable to meet before the February 5 deadline in reftel. Post
will seek a meeting with Megan upon his return.

2. Due to budget constraints, Mr. Megan's office was unable to
confirm if Romania will send a delegation to the March conference.
Post will report Romania's response to the U.S. proposals septel.
