1. (U) Per reftel, Emboff delivered nonpaper on the IAEA
investigation of Syria's clandestine nuclear activities to Ms.
Pamela Ingleton of the International Organizations Department of
the Government of Jamaica (GOJ)'s Ministry of Foreign Affairs and
Foreign Trade (MFAFT). The nonpaper was delivered on the
afternoon of February 25. Post will convey any relevant response.
