SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S. - SPONSORED TRAINING: CENTRAL AMERICAN LAW ENFORCEMENT EXCHANGE (CALEE) MS 13

1. We request the Department's assistance in screening the following individuals who have been nominated for USG-funded training, pursuant to the Leahy Act and the Foreign Assistance Act.

2. The following individuals will attend the Central American Law Enforcement Exchange (CALEE) MS 13 Training in Quantico, Virginia, from March 9 through April 2, 2010. The names are listed with the surname first, followed by rank and DOB:

Unit: Nicaraguan National Police

3. As the U.S. Embassy Managua Leahy vetting coordinating office, we certify that Post has completed its own local vetting and found no credible evidence of gross violations of human rights.

4. In order to prepare for the participants' travel, we appreciate the Department's response by March 4, 2010.
