1. (SBU) DoD has established a weekly, Friday Codel flight
which can accommodate up to eight Senators, eight
Representatives, two House staff and two Senate staff. The
visit will allow for about 4-5 hours on the ground in Haiti
with visits to a relief site and a U.S. troop site. The first
scheduled weekly trip has 10 commitments and is departing

EVACUATIONS/AMERICAN CITIZEN ISSUES
--------------------------------------

2. (SBU) Since February 10 at 2000 EST, 88 American evacuees
and family members have departed Port-au-Prince on seven
flights bound for Charleston and Miami; a total of 16,218 have
been evacuated to date. There are currently 45 evacuees at
the airport. (TF1/Embassy Port-au-Prince Sitrep)

3. (SBU) Embassy Port-au-Prince processed about 90 immigrant
visas on February 10. The Embassy reports there are about 350
remaining cases from January and early February, and expects
to interview about 80 and 100 cases each day for the remainder
of the month. (CA shift report 85)

4. (SBU) As of February 10 at 2000 EST, there have been no
additional confirmed American citizen fatalities.

HUMANITARIAN UPDATE
-----------------------

5. (SBU) On February 10, distributions took place at 15 of 16
fixed sites. Since the earthquake, the U.N. World Food
Program (WFP) and partners have provided emergency food
assistance to more than 2.5 million people, including more
than 1.5 million people to date through the 16-site
distribution system. (TF1/USAID Sitrep #53)

MEDICAL RESPONSE

6. (SBU) USNS COMFORT reports that 131 patients, of whom 91
were American, have been evacuated. The Comfort has seen
6,932 outpatients. They have 1,169 inpatients, of whom 974
are surgical cases. (IA ConfCall, 1800, 2/9)

OTHER MAJOR DEVELOPMENTS

7. (SBU) THE GOVERNMENT OF HAITI (GOH) DECLARED THREE DAYS OF
MOURNING TO BEGIN FEBRUARY12. (TF1/EMBASSY PORT AU PRINCE
INTERAGENCY CALL).

8. (SBU) On February 10, Unified Coordinator for Disaster
Response Ambassador Lewis Lucke met with President Pr,val to
discuss the GoH plan for reconstruction and efforts to restore
GoH capacity, specifically the potential relocation of GoH
offices and staff to the former U.S. Embassy and USAID
buildings. They also planned to discuss GoH strategies for
rubble removal and displaced population resettlement. (USAID,

9. (SBU) Commercial flights to PAP airport will resume soon.
The Government of Haiti (GOH) requested additional food
distribution sites in Croix des Bouquets and Kenscoff ? a
needs assessment will begin today. The USNS COMFORT will
conduct a site survey on locations that may be able to provide
neo-natal care ? if located sites meet the requirements,
COMFORT will close their neo-natal ward. (DHS sitrep)

10. (SBU) Consular Affairs announced that they are shutting
down the the CA Port-Au-Prince control room effective 2:00 pm
Thursday, February 11. (TF1 Email)
