Sanctions Lifted From China Great Wall Industry Corporation

The United States lifted today sanctions imposed against China Great Wall Industry Corporation (CGWIC) pursuant to Executive Order 13382 through a de-listing by the U.S. Treasury Department.

CGWIC, a Chinese firm that provides international commercial space launch services, was sanctioned pursuant to Executive Order 13382 on June 13, 2006, and placed on the Specially Designated Nationals list restricting them from engaging in business in the United States or with U.S. persons.

In consideration of the non-proliferation requirements of the government of China and the international community, the United States notes that China Great Wall has made positive and cooperative responses to the sanctions. CGWIC has engaged in a productive dialogue on these issues; it has expanded its internal export control procedures, including extensive training and communications within the company regarding non-proliferation issues; and it has enhanced and strengthened its internal control processes, which include a policy emphasizing that the company will not be involved in any dealings with certain countries that have been identified by the international community as a proliferation risk.

The United States will continue to follow very carefully the actions of CGWIC, to verify that its words are matched by vigorous nonproliferation deeds. China Great Wall's commitment to nonproliferation represents important progress in support of international nonproliferation efforts. We hope that the export control actions that CGWIC has committed itself to will be emulated by other Chinese firms currently engaged in proliferation related activities.
