Enforced Disappearances: UN Experts On Official Mission to Chile

GENEVA (9 August 2012) – The United Nations Working Group on Enforced or Involuntary Disappearances* will visit Chile from 13 to 21 August 2012.

During the mission, the UN experts will examine the main initiatives and policies undertaken by Chile on issues related to enforced or involuntary disappearances in the context of the human rights violations in the past.

The experts will also analyse the development of investigations and judicial proceedings related to cases of enforced disappearances, as well as issues related to truth, justice and reparation for the victims of enforced disappearances.

The Working Group will visit memorial sites and meet with State officials, representatives of civil society organizations and academics as well as relatives of disappeared persons and representatives of UN agencies.

The mission will be conducted by two members of the Working Group, Ms. Jasminka Dzumhur and Mr. Ariel Dulitzky, who will be accompanied by members of the Secretariat of the Office of the High Commissioner for Human Rights.

At the end of the visit, on 21 August 2012, the Working Group will hold a press conference at the Patio 29 of the General Cemetery of Santiago, at 15h00.

A final report on the mission will be presented to the UN Human Rights Council in 2013.

(*) The Working Group is comprised of five independent experts from all regions of the world. The Chair-Rapporteur is Mr. Olivier de Frouville (France) and the other members are Mr. Ariel Dulitzky (Argentina), Ms. Jasminka Dzumhur (Bosnia and Herzegovina), Mr. Osman El-Hajjé (Lebanon), and Mr. Jeremy Sarkin (South Africa).

The Working Group was established by the UN Commission on Human Rights in 1980 to assist families in determining the fate and whereabouts of disappeared relatives. It endeavours to establish a channel of communication between the families and the Governments concerned, to ensure that individual cases are investigated, with the objective of clarifying the whereabouts of persons who, having disappeared, are placed outside the protection of the law. In view of the Working Group's humanitarian mandate, clarification occurs when the fate or whereabouts of the disappeared person are clearly established. The Working Group continues to address cases of disappearances until they are resolved. It also provides assistance in the implementation by States of the United Nations Declaration on the Protection of All Persons from Enforced Disappearance.

Desapariciones forzadas: Expertos de la ONU en misión oficial a Chile

GINEBRA (9 de agosto de 2012) – El Grupo de Trabajo de las Naciones Unidas sobre las Desapariciones Forzadas o Involuntarias* visitará Chile del 13 al 21 de agosto de 2012.

Durante la misión, los expertos de la ONU examinarán las principales iniciativas y políticas emprendidas por el Estado chileno sobre cuestiones relativas a las desapariciones forzadas o involuntarias de personas en el contexto de las violaciones a los derechos humanos del pasado.

Los expertos también analizarán el desarrollo de las investigaciones y causas judiciales que han tenido lugar sobre casos de desapariciones forzadas, así como otros aspectos, incluidos temas relativos a la verdad, la justicia y la reparación para las víctimas de desapariciones forzadas.

El Grupo de Trabajo visitará sitios de memoria y se reunirá con funcionarios del Estado, representantes de organizaciones de la sociedad civil y académicos, así como con familiares de desaparecidos y representantes de las agencias de la ONU.

La misión estará a cargo de dos miembros del Grupo de Trabajo, la Sra. Jasminka Dzumhur y el Sr. Ariel Dulitzky, quienes estarán acompañados por miembros de la Secretaría de la Oficina del Alto Comisionado para los Derechos Humanos.

Al final de la visita, el 21 de agosto de 2012, el Grupo de Trabajo llevará a cabo una conferencia de prensa en el Patio 29 del Cementerio General de Santiago a las 15h00.

Un informe final sobre la visita será presentado al Consejo de Derechos Humanos en 2013.

(*) El Grupo de Trabajo sobre las desapariciones forzadas o involuntarias está compuesto por cinco expertos independientes de todas las regiones del mundo: Sr. Oliver de Frouville, Presidente-Relator (Francia); Sr. Ariel Dulitzky (Argentina); Jasminka Dzumhur (Bosnia y Herzegovina); Sr. Osman El-Hajjé (Líbano) y Sr. Jeremy Sarkin (Sudáfrica).

El Grupo de Trabajo fue establecido por la Comisión de Derechos Humanos de la ONU en 1980 para asistir a los familiares de personas desaparecidas en la averiguación de su paradero o la suerte que hubieren corrido. El Grupo actúa como un canal de comunicación entre las familias y los Gobiernos involucrados a fin de asegurar que los casos individuales sean investigados, con el objetivo de esclarecer el paradero de las personas que, habiendo desaparecido, se encuentran fuera de la protección de la ley. El panel de expertos continúa tratando los casos de desapariciones hasta que son resueltos.
