V. Groysman: The Government to adopt a series of decisions directed to decentralizing of power

The Cabinet of Ministers intends to approve a number of decisions directed to decentralizing of power and delegating larger authorities to local bodies. The Vice Prime Minister of Ukraine Volodymyr Groysman declared at a briefing at the House of Government on March 2, 2014.
“The following week already I will suggest the Government to dismantle the decisions envisaging centralization of power and factual destruction of local self-government,” the official stated.

He is convinced that just erroneous regional policy of recent years appears one of the reasons the difficult political situation occurred in Ukraine. “Excessive centralizing of power and absolute loss of connection with people have led to extremely negative phenomena within the regions,” Volodymyr Groysman views.

He believes from now on the Government will carry out a policy which will make the citizens to feel: the local authorities are working according to an absolutely new principle. “The officiaries must return their faces to the people, nevertheless there doesn’t exist a better recipe than developing local self-government,” the Vice Premier stressed.

Moreover, he says the top priority steps in this context must be maximal delegating the authorities to the local bodies, including financial resources, making amendments to the Tax Code, maximal abolition of unnecessary administrative services etc. According to Volodymyr Groysman, it is expedient to diverge from the practice of forming the national programs: “These opportunities must be given to the regions, to the territorial communities. At this it is crucial to create an instrument enabling citizens to independently earn money”.

Within nearest time the consultations with the European colleagues will be resumed regarding a local self-government reform, the Vice Prime Minister informed. “Europe possesses serious experience in this area and we can take it into account while designing the peculiar local self-government model”.
