Wallace & Selwyn Discuss The Three Major Issues Identified In Released Cables

KiwiFM Audio Stream Below: Wallace Chapman and Scoop's Selwyn Manning analyse the eight cables (out of 1490 documents) released into the public arena by Nicky Hager. Most significant among them are: references to a HSPD-6 agreement; the SIGINT intelligence on Fiji; and the transfer to US intelligence agencies of the findings of NZ High Commission diplomats based in Seoul after a bilateral between New Zealand and North Korea.

The latter is another incidence of diplo-spying. That aspect alone will arguably cause North Korea doors to shut on New Zealand at a time when a small moralistic diplo-player such as this nation (with sustained diplomatic contact) could actually advance a valuable dialogue.

The references to SIGINT operations targeting Fiji signals prior to the 2006 coup will certainly give that Pacific island state's military regime cause to sustain estrangement from New Zealand – a member of the Echelon matrix, or Five Eyes group, as the USA diplomats referred to it as.

A reference that details an HSPD-6 MOU agreement identifies the signing of an agreement between USA and New Zealand by then prime minister Helen Clark that authorised New Zealand intelligence agencies to deliver information - on fellow kiwis (and others) whom were suspected of being sympathisers of terrorism - to United States based security agencies. The NZ SIS had installed equipment, designed by the Americans, that enabled the secure transmission of this intelligence.
