Primary Principals Collective Bargaining Union (PPCB) Ratifies Pay Offer

More than 500 members of the Primary Principals Collective Bargaining (PPCB) union have voted to ratify the offer made last week by the Public Service Commissioner, Sir Brian Roche.

“We had a strong voter turnout and a clear majority in favour of accepting this offer,” said Mark Ellis, PPCB Head of Union. “While it doesn’t meet every goal we set, members felt there was enough progress in the package—including a 4.7 percent increase over two years—to support ratification. This vote reinforces PPCB’s role as a credible and professional advocate, focused solely on ensuring primary leadership is recognised and respected.”

“It also reflects the kaupapa of PPCB—a constructive and collaborative approach over four days of negotiations that enabled all parties to work through the key issues and deliver meaningful improvements for principals,” said Ellis

Formed in 2021 with the motto “By Principals for Principals, Mā te Tumuaki, Mō te Tumuaki,” PPCB was established to advocate exclusively for New Zealand’s primary school principals. In just four years, it has grown into a significant new voice in the education sector, representing 25 per cent of all primary principals nationwide.

“This strong level of engagement with 85% of members voting, with 95% saying Yes in support of the offer, shows principals value having a dedicated voice at the table,” Ellis said. “It also reinforces PPCB’s role as a credible, professional bargaining representative for primary leadership.”
