It is heart-warming to see Russia give amnesty to the Arctic 30 [two of whom are Kiwis], Pussy Riot, and Mikhail Khodorkovsky. But the mere fact the amnesty extends to 25,000 others held in jails and prison camps leads to the chilling question: should they have been 'inside' in the first place?
