1. On May 29, Post received a diplomatic note from the
Kuwait Ministry of Foreign Affairs stating that the GOK has
completed all necessary procedures for full implementation of
the U.S.-Kuwait Open Skies Agreement, signed August 30, 2006
(Ref A). Full text of the diplomatic note follows.

The Ministry of Foreign Affairs of the State of Kuwait
presents its compliments to the American Embassy in Kuwait.
This note is in reference to the Open Skies Agreement
concluded between the Government of Kuwait and the Government
of the United States of America on August 30, 2006 in Kuwait
City.
The Ministry would like to inform the Embassy that the State
of Kuwait has fulfilled its constitutional procedures
required to put the agreement into practice by issuing Amiri
Decree No. 136/2007.
Since we have received your notification of completing your
internal procedures, this Diplomatic Note is considered as
final notification from Kuwait stating its fulfillment of the
internal legal procedures. Thus, this agreement comes into
effect from the date of this Diplomatic Note in accordance
with Para I, Article 17 of the agreement.
