SUBJECT: LEAHY VETTING FOR JULY DUTCH-U.S. JCET
Action request. Please see paragraph 3.
1. (SBU) U.S. and Dutch forces are scheduled to begin a Joint
Combined Exchange Training program (JCET) in the Netherlands,
calendar week 29 of 2007 (July). Duration is anticpated
between two weeks and two months. Dutch units involved:
108th and 104th Commando Troepen. Korps Commando Troepen
(KCT). Commander of the 108th is CPT Peter Buser, DOB: 18
Dec 71; POB: Bildhoven, Netherlands. Purpose of exercise:
This is an MFP 11 SOCOM funded program for Special Operations
Forces training for future Foreign Internal Defense and
Unconventional Warfare deployments. Goal is to enhance host
nation interoperability and cross cultural communication
skills.
2. (U) Post is aware of no gross violations of human rights
by participating Dutch units or members of said units.
3. (U) Post requests that Department of State (DRL)
coordinate vetting with relevant Washington agencies and
inform post of result.
