1. On September 26 Econoff verbally delivered reftel talking
points to the Colombian Ministry of External Relations (MRE)
North America Desk Coordinator Patricia Cortes and provided
Cortes with the text of the draft resolution. Cortes said
she would raise reftel issue with the appropriate GOC
agencies. On October 12 Cortes said the GOC did not have a
response on the reftel issue.
