1. (SBU) On 25 October CDA called MFA Under Secretary Khaled
Al-Jarallah and A/DCM called Finance Minister Bader
Al-Humaidhi's Office Director Khaled Al Rowayeh to deliver
reftel talking points. Copies of the non-paper and the
official transcript of the announcement by the Secretary and
Treasury Secretary Paulson were faxed directly to the
residence of Finance Minister Al-Humaidhi and to the
residence of MFA Under Secretary Al-Jarallah to be forwarded
to Foreign Minister Shaykh Dr. Mohammad Al Sabah. MFA U/S
Al-Jarallah said he was already aware of the announcement and
would notify the Foreign Minister, but he offered no
substantive response. Post will forward any substantive
response septel.
