1. (SBU) Post is in receipt of reftel and looks forward to working
with Washington agencies on a possible TFCA program for Kenya. In
terms of reftel's request to broach the issue of TFCA with the
Government of Kenya (GOK), Post ascertained October 19 that all of
the senior-most officials in the Ministry of Finance are currently
(or will soon be) in Washington to attend the World Bank/IMF and
associated meetings. As such, we recommend that relevant Washington
agencies use the visit by the Kenyan delegation to the World
Bank/IMF meetings during the week of October 21 as the best and
earliest opportunity to raise TFCA with the GOK in Washington
2. (SBU) All of the following are appropriate Ministry of Finance
contacts:

3. (SBU) Action request: If relevant Washington agencies are unable
to raise TFCA the week of October 21 with the GOK delegation, please
so advise so that Post can follow up and take action upon the
delegation's return to Nairobi the following week.
