SUBJECT: COUNTRY CLEARANCE REQUEST FOR HHS DR. SAMIR KHLEIF

1. (SBU) Embassy Amman requests approval for Dr. Samir Khleif, HHS
National Cancer Institute's Chief of Cancer Vaccine Section
(currently based in Amman), to visit Dubai, UAE, October 28-30,
2007, to participate in the Knowledge Conference to launch the first
project of the Mohammed bin Rashid Al-Maktoum Foundation.
2. (SBU) Dr. Khleif will travel on U.S. diplomatic passport number
910012533, issued January 13, 2007 and expiring on January 12, 2010.
Dr. Khleif does not have a valid security clearance.
3. (U) Dr. Khleif will arrive in Dubai on October 28 on Royal
Jordanian Airlines 612 at 0130. On 30 October he will depart Dubai
on Royal Jordanian Airlines flight 613 at 0800.
4. (U) Embassy Dubai's assistance is requested in making hotel
reservations for Dr. Khleif at the Kempinski Dubai. The point of
contact for Dr. Khleif's travel is Mr. Manu Bhalla, Regional
