SUBJECT: INL DUSHANBE FUND CITE FOR ICITAP TRAINING PROGRAM

1. (U) The Narcotics and Law Enforcement Section at Embassy
Dushanbe requests the Bureau for International Narcotics and Law
Enforcement Affairs to utilize the following fund cites to
provide funds to continue the Senior Law Enforcement Advisor
position and begin the Law Enforcement Training Program.
2. (U) The first fund cite will support the Senior Law
Enforcement Advisor who is INL's in-country expert in training,
equipping, mentoring host government security and law
enforcement agency personnel. The SLEA is part of the Department
of Justice International Crime Investigative Training Assistance
Program (ICITAP).

3. (U) The second fund cite will support a full time contractor
(non-USG employee) to work as a law enforcement training manager
and mentor. Under the direction of the SLEA, the training
manager will work directly with host government security and law
enforcement agencies to develop curriculum and related training
programs to improve basic and specialized policing,
investigative and management skills.
