Per reftel, on October 19 PolOff demarched Monika Ioakim, a
second secretary in the MFA's Multilateral Relations
division. Ioakim stated that Cyprus and the broader European
Union agree with most of the proposed U.S. resolutions for
the UNGA Third Committee. A notable exception concerns the
U.S. resolution on the death penalty; Ioakim claimed that
Cyprus's "top priority" is to oppose it. Other RoC
priorities for UNGA action include Burma- and Iran-related
resolutions. Ioakim added that the EU is still awaiting a
response from the U.S. regarding its proposed amendments on
the Belarus resolution.
2. Regarding the "Rape as an Instrument of State Policy"
resolution, Ioakim stated that Cyprus and the EU support its
gist, but disagree over its timing, scope and text. Her
sense is that the resolution must be discussed further in New
York, with greater involvement by the EU Presidency.
