SUBJECT: HAITI RESPONDS POSITIVELY TO U.S. DRAFT RESOLUTION
CONDEMNING RAPE AS STATE POLICY

1. (U) Poloff presented text of the draft resolution to
Ministry of Foreign Affairs Political Director Wiener
Jean-Baptiste October 1, and explained the U.S. position per
talking points in reftel. On October 9, Jean-Baptiste said
he shared the content of the draft resolution with Minister
of Foreign Affairs Jean Renald Clerisme, who indicated Haiti
supports the principles of the resolution.
2. (U) Jean-Baptiste noted that the Ministry of Justice is
working on the text of a "related law" that would govern the
treatment of women in Haiti and referenced the problem of
women being raped while kidnap victims. (Note: A copy of
the subject draft law was requested.).
