1. (U) On October 22, Poloff delivered reftel demarche to
Gustavo Argueta, MFA Specialist in Charge of the United
Nations. Argueta was supportive of the proposal for the
"Year of Action" and requested the text of the proposal be
forwarded to the MFA as soon as possible for review. He was
open to the idea of a more action-oriented approach to
indigenous issues; however he would not confirm support until
the MFA had the opportunity to review the proposal.
2. (U) Comment: El Salvador will likely support the "Year of
Action"; however there was less enthusiasm for setting aside
the continuing negotiations on the OAS Declarations on the
Rights of Indigenous Peoples. End Comment.
