SUBJECT: GEORGIA: U.S. DRAFT RESOLUTION ON "CONDEMNING THE
USE OF RAPE AS AN INSTRUMENT OF STATE POLICY" DELIVERED
REF: SECSTATE 135255
Per reftel request, on October 1, Poloff delivered talking
points and text of draft resolution "Condemning the Use of
Rape as an Instrument of State Policy" to Merab Manjgaladze,
Head of the United Nations Division at the Ministry of
Foreign Affairs. Manjgaladze said he would pass the text of
the draft resolution on to their mission in New York and to
his superiors within the Ministry. He added that although he
could not provide an immediate answer to whether Georgia
would agree to co-sponsor the resolution, it was "highly
likely" that Georgia would support it.
