Proposed Relief Work For Tsunami Victims in India

Introduction

The World's biggest earthquake in 60 years hit Southern Asian, unleashing a Tsunami that crashed into Sri Lanka and India, drowning thousands of poor people living in the coastal areas. Sirlanka and India are the worst affected regions by this historic tidal tragedy. In the Southern Region, the coastal villages at Alleppy and Quilon in Kerala, Kulachal, Kanykumari, Tuticorin, Nagapattinam, Velankanni, Cuddalore, Kalpakkam, Pondicherry and Chennai in Tamilnadu, Vizag Prakasham District in Andhra Pradesh are the worst affected by the tsunami. Though the official toll of deaths declared is 5,000 in Tamilnadu, the unofficial figure is reported to be an high as 10000 and no body is able to give the correct figures at this stage. Still recovering the bodies is going on at different corners. Thousands of families have been rendered homeless and many are reported to be missing. Many have flown to their distant relatives.

Hundreds of Coastal villages have been totally drowned. Still the Government is struggling to clear the dead bodies lying all over the coastal areas. Mass cremations are planned at various places.

STATUS OF CURRENT RELIEF MEASURES

The Government of Tamilnadu has plunged into all possible relief measures. The affected people have been sheltered in Schools, Community Halls and Kalyanamandapams. Many NGOs also have started their immediate relief wish wherever possible. They have started providing initial requirements like food and first aid. Now, the people require clothes, utensils, provisions, blankets and medical care. Since the majority of the affected people belong to fishermen community they have been thrown to streets overnight and they are jobless now. Still they all live in fear of getting affected by the similar tragedy once again. They are yet to come out of the shock of this sudden tragedy.

PROPOSED RELIEF ACTIVITIES BY HELPAGE INDIA, IN SOUTHERN REGION

Two Mobile Medicare Units of Chennai have been pressed into service at Chennai already catering to the immediate and urgent Medical needs of the affected victims. The mobile Medicare unit of Coimbatore is rushing to Nagapartinam for similar assistance. In the second phase, we have proposed to distribute clothes and blankets, vessels, rice and provisions, pocket money for other expenses. This work needs to be immediately started service, the need is very urgent.

Thirdly, rehabilitation measures have to be planned after some time. Before going for rehabilitation, we have to look for Government's guidelines and intervention. In this process, we can support for building houses as per the Government's instruction and resuming their vocation of fishing.

We have planned to implement all these activities through the following NGOs in different areas.

I. Tamil Nadu :

1. Chesire Home - Chennai, Kalpakkam and other adjacent areas.

2. Madar Nala Thondu Cuddalore, Pondicherry and

Niruvanam - adjacent areas.

3. Avvai Village Welfare Society - Nagapattinam, Velankanni

Bharathi Women areas

4. Vivekananda Kendra - Kanyakumari

Total number of the affected in the tragedy is around 30,000/- families (apprx.).

We have proposed to assist a total of 6000 families for buying clothes, blankets, utersils, rice and provisions etc at the rate of Rs.2,500/- per family.

All the identified Agencies are our existing AAG partners. Distribution will be done by them under our supervision. The relief activities are to be started immediately so that our services will be timely and useful.

Andaman and Nicobar Islands are affected very badly. We have not included the relief work cost in the budget.

Separate accounts and records will be maintained properly and accounts willbe settled correctly.
