I. Situation Overview
* The southwest monsoon associated with heavy rains induced by Typhoon Frank (International codename: Fengshen) triggered the occurrence of floodings, landslides, maritime incidents and power interruptions in most of the provinces of the 13 Regions affected particularly Regions VI and VII.
* There were 19 road network rendered impassable to all types of vehicles due to collapsed or washed-out, cut off roadway section and bridge approaches, road slips, collapsed roadslide structures, washed-out both approaches and eroded both sides, brokendown as follows: 7 in Region IV-B; 9 in Region VI and 3 in Region VIII.
* Eleven (11) other maritime incidents occurred at the height of Typhoon Frank with 8 dead, 23 missing and 57 survivors. The names of vessel and fishing boats are: MV Lake Paoay, Fishing boat Meme, F/B Nicole-Louise, F/B Angel Sweet I, F/B Ludith, M/V Princess of the Seas, MV Sta Bernadetta, MV Ocean Papa, MV Delfin OTSO MV Kinscebu and ML Katarena.
