Petition from International Forum for West Papua on recent killings

On behalf of International Forum for West Papua in Australia, a non-profit organisation writing to the government of Australia for the immediate concern about extrajudicial murder commits to crime against humanity for Melanesian people of West Papua led by the coalition force, the military and police of Indonesia recently.

We deeply highlighted the incident happened in front of police office in Moanemani, West Papua on 14 April 2011. This involved the murder of 2 civilians namely Dominokus Auwe (27) and Aluwisius Waine (25) who were shot dead. Followed by 3 others that have been hospitalized in critical condition; Vince Yobe (23) Matias Iyai (27,) Albertus Pigay(25. Chronologically reported that Dominikus Auwe was running a small gambling business which owned by the head of district police, nevertheless, others polices robed the money and shot HIM dead and his relative families without any consultation. This incident extremely as an extrajudicial murder commits to crime against humanity. The military operation is going on in the villages surround the Moanemani district which creating potential conflict between police and civilians. As the outcome, the Indonesian Extra Non-organic troops have been deployed to these conflict villages.

We indicated that since the collective groups of West Papua (Independence, social and human rights, church, the Papua People Assembly) demands their plea of referendum, internationally mediated dialogue and returned back the failure of special autonomy law last year. As the response, the government of Indonesia applied with expansion of extra-military forces ‘non-organic troops’ to take over the land and control the activities of native Papuan. Ultimately we believe that by the ignorance a right of self determination became a core problem of Melanesian people of West Papua for their future prospective.

Australian position stand up on international security matters, as the Australian foreign minister, the Hon Kevin Rudd very strongly endorsed to UN Peace keeping programs for peace process in trouble countries around the world like Libya, in this regards the similar situation also occurring in West Papua today with no foreign security and humanitarian intervention. This to be a silent matter because of ZERO attention from the authority of UN Security Council, as well as Australia being the nearest neighbor for the military ruled territory of West Papua.

Australia is biggest foreign aid donator for development programs and military aid through the special autonomy rule, however this good propose was drawing a public distrust in application field (HIV/AIDS, poverty and mortality steadily increasing) and the financial aid was misused by allocation to Indonesian military operational funds which resulting potential conflict in West Papua. We deeply support such Prime Minister, the Hon Julia Gillard to ask the Indonesian President, SBY to stop this massive human rights violation in West Papua last year.

Therefore upon circumstances, the INFO_WP would like to request the government of Australia to:

Urged to send a human rights advocacy team to advocate the current killings, human rights violation and other humanitarian concerns, Ask the UN Security Council to monitor and establish a peace keeping mission to deal with the issues in West Papua, Strongly condemn Australian military aid to support Indonesian military operation for “West Papua separatism” and need review “the Lombok Security Treaty” against West Papuan Liberation Movement, Stop supporting the special autonomy law BECAUSE it has been failed to introduce in West Papua during the 10 consecutive years, and Call to Indonesia to accept peaceful negotiation initiatives via “Third Party Mediated Dialogue’ to end the long term of political unrest in West Papua.
