Christchurch Central Development Unit Market Update

The Government and the Christchurch City Council have announced a cost sharing agreement for the Anchor Projects in the Christchurch Central Recovery Plan and the repair and replacement of the city’s essential horizontal infrastructure such as roads, fresh water, wastewater and storm water.

The announcement includes which entity will lead each Anchor Project. To give a sense of the scale intended for each Anchor Project, indicative costings for each project have also been released, although competitive processes will be used for each of them.

Total expenditure by the central and local government is expected to be $4.8 billion.

The cost sharing agreement necessitates some changes to the structure of the Christchurch Central Development Unit (CCDU). These will be detailed in a Market Update before 1 August 2013.

Full timelines and milestones for the procurement processes for each project to be led by CCDU will then be issued in a Market Update before 1 September 2013.

Exceptions to this are:

1. A request for credentials for engineering and architectural services for the Metro Sports Facility. Expressions of Interest will be sought on 15 July.

2. A request for quotations for project management and quantity surveying for the Metro Sports Facility. This will also be issued on 15 July.

3. Ongoing work associated with the Avon River Precinct and the East Frame by 31 July.

The Government also confirmed last week an earlier announcement that approximately 1700 public service employees from 20 agencies will be based in the Christchurch CBD from mid to late 2014 under the Canterbury Integrated Accommodation Project being led by the Ministry of Social Development. This is in addition to those agencies participating in the Justice and Emergency Services Precinct project, which will be built in 2014. This is being led by the Ministry of Justice.

The procurement process for the Canterbury Integrated Accommodation Project closed on 19 June, receiving a number of positive responses. The Government expects to enter into negotiations in September this year and select preferred suppliers in the final quarter of 2013.
