Monitoring Report: Emissions Reduction (July 2025)
Today the Minister of Climate Change has released our 2025 emissions reduction monitoring report. This annual report provides insight into the progress made, challenges experienced, and opportunities and risks that need to be considered.
In short, our 2025 findings are that the country is making progress on reducing climate pollution – but more work is needed, and soon, to lay the groundwork for emissions cuts after 2030. We have made a recommendation to the Government on how to do this.
This year, in response to feedback, we have improved the accessibility of the writing and the figures, and we have produced a variety of summaries for different audiences, which are all available for download.

This is the second report we have delivered on the progress that Aotearoa New Zealand is making towards meeting its emissions budgets and targets. It provides an evidence-based, impartial view of whether the country is on course to reach its goals of reducing and removing greenhouse gas emissions.
