Hawke’s Bay Councils Progress Towards Finalising Regional Water Services Plan

The three Hawke’s Bay councils collaborating on a regional model to Local Water Done Well (Hastings District Council, Napier City Council, and Central Hawke’s Bay District Council) are nearing the completion of their Water Services Delivery Plan. The plan will be confirmed by councils next week and submitted to government in time for the 3 September 2025 legislative deadline.

This marks a significant step towards establishing the regional model for delivering safe, reliable, and affordable water services for our communities.

Revised financial modelling since community consultation confirms that the regional approach remains the lowest cost option for each council. Updated figures reflect Central Hawke’s Bay’s major revision to their capital programme and corrections to the PwC New Zealand modelling following a human error in a formula, recently identified in their initial calculations. The plan will also incorporate Wairoa District Council’s decision to take their own local approach.

Across all three councils, the updated financial model shows lower than projected costs. A review of the model has now been completed.

The three councils are aligned in their commitment to delivering high-quality, resilient and sustainable water services for the people of Hawke’s Bay.
