Have Your Say On The Commerce (Commerce Commission Reform) Amendment Bill
The Finance and Expenditure Committee is calling for submissions on the Commerce (Commerce Commission Reform) Amendment Bill.
The bill’s aim is to enhance the governance and structure of the Commerce Commission. The Commerce Commission is New Zealand’s competition and consumer protection agency. It follows a review of the Commerce Commission’s governance and board performance, which found that the Commerce Commission had outgrown its governance model.
Proposed changes to the Commerce Commission’s structure include:
- specifying the Commerce Commission’s objectives and functions
- establishing a new board as the governing body of the Commerce Commission
- requiring the board to delegate regulatory decisions to regulatory committees or the chief executive (and Commerce Commission staff)
- requiring regulatory committees’ membership to include at least two commissioners, drawn from a new panel of commissioners
- phasing out the positions of Telecommunications Commissioner and Grocery Commissioner.
The new structure would take effect from 1 July 2027.
