An open letter to New Zealand's PM: Why are internal affairs of New Zealand dictated by Ottawa?

Creating A Sustainable Future (CASF) proposed to establish a sustainable village, "Solar Clusters," in New Zealand.
An innovative project, Solar Clusters would have attracted tremendous talent and investment to help create an economically and ecologically sustainable future for New Zealand. New Zealand Trade and Enterprise (NZTE), and Economic Development Agency (EDA) discriminated against me on grounds of my political and ethical beliefs violating my human rights (Human Rights Act Section 21; subsection 1D and 1J).
By withdrawing their support for the project, NZTE and EDA also violated the rights of many others including New Zealand and US citizens who wished to participate in the project.
NZTE and EDA acted unethically, immorally and illegally. EDA withdrew their support for Solar Clusters because I refused to work closely with their nominee whose military family is glorifying an object of war by renovating a WWII bomber plane.
NZTE withdrew their support for the project because of my organization's human rights campaign, The Canadian Holocaust, against Canada's continued genocide of her indigenous people, [see: http://www.restorative-business.org/the_canadian_holocaust.htm].
A German-born NZ govt. agent who introduced himself as a "psychologist" (details available on request) admonished me for the Canadian Holocaust campaign and asked whether I were out of my mind for "making trouble" and didn't I "know that Canada trained New Zealand's secret service agents [...] who control everything here [in New Zealand]?"
He asserted that NZTE had withdrawn their support for the project as retribution for the Canadian Holocaust human rights campaign on instructions from Ottawa.
This begs the question, prime minister, why are internal affairs of New Zealand dictated by Ottawa?
