IPC Report Officially Confirms Famine In Gaza, While Israeli Occupation Data Implicitly Acknowledge It Despite Denials

In light of the report issued by the Integrated Food Security Phase Classification (IPC) on August 22, 2025, which officially confirmed that the Gaza Strip – particularly Gaza City and its surrounding areas – is experiencing a verified famine according to internationally recognized standards, we hereby affirm the following:

First: International Recognition of Famine as a Verified Fact:

The UN report issued by the IPC, alongside statements by UN Secretary-General António Guterres, UN High Commissioner for Human Rights Volker Türk, and U.S. President Donald Trump, all confirm that Gaza is facing a man-made humanitarian disaster, and that the ongoing situation constitutes systematic starvation, which may amount to a war crime under international humanitarian law.

Second: The Situation in Gaza Is Far More Severe and Catastrophic:

According to the IPC report, 514,000 people in Gaza are already living under actual famine conditions, with the number expected to rise to 641,000 by the end of September, and its scope extending further than currently reported. This technical assessment emphasizes that the evaluation is based on field realities, not political statements, and that any limited and insufficient inflow of aid does not alter the deep-seated structure of humanitarian needs nor reduce the indicators below famine thresholds. Palestinian government estimates indicate that the entire population of the Gaza Strip, totaling 2,440,666 individuals including 1.2 million children, has effectively entered Phase Five – the most severe stage of hunger – due to the continued closure of crossings by the Israeli occupation and the prevention of sufficient food supplies for this large population. Since May 27, 2025, the occupation – under extensive international and media pressure – has allowed the entry of only dozens of trucks, covering merely 14–15% of the population’s needs, leaving the vast majority without adequate food, while mortality rates continue to rise day by day.

Third: The Occupation’s Contradictory Narrative Reveals the Truth:

While the Israeli occupation publicly denies the existence of famine, it has simultaneously acknowledged it through statements issued by the Coordination of Government Activities in the Territories (COGAT) regarding the commencement of limited truck entries, and by approving air-drops of aid – an exceptional measure used only in life-saving emergencies. These steps constitute practical acknowledgment of a catastrophic food crisis.

Fourth: Israeli Occupation Figures Condemn, Not Exonerate, the Occupation:

The Israeli army, through the COGAT statement, announced that it had allowed the entry of 10,000 trucks since May 2025, averaging only 90 trucks per day – equivalent to 15% of the minimum required to meet the basic humanitarian needs of Gaza’s population. This rate aligns with our previous warnings for months and confirms that the quantities delivered are far from sufficient to halt or prevent the spread of famine.

Fifth: Systematic Management of Food Deprivation:

Available data indicate that the Israeli occupation has not only imposed restrictions on aid entry but has also overseen the organized looting and theft of aid through the recruitment of criminal gangs, ensuring that food does not reach civilians and that starvation remains a tool of collective punishment, in blatant violation of Article 33 of the Fourth Geneva Convention.

Sixth: An Unquestionable Fact:

The technical criteria established by the IPC are clear: famine is realized when at least 20% of the population suffers extreme food deprivation, one-third of children experience severe malnutrition, and two out of every 10,000 individuals die daily from hunger or malnutrition-related diseases. These conditions have been fully met in Gaza, as clearly documented in the report, despite attempts to obscure the facts.

Seventh: Urgent Obligations of the International Community:

This report and the data it contains impose urgent legal and ethical responsibilities on the international community, including:

• Immediate pressure on the Israeli occupation to lift the blockade on Gaza and allow humanitarian aid to enter in sufficient, regular, and unobstructed quantities, as specified by international organizations, the UN, and the humanitarian protocol, estimated at a minimum of 550–600 trucks per day for the essential sectors.

• Ensuring the protection of relief convoys and their personnel, and preventing any interference or organized looting.

• Holding the Israeli occupation accountable for its use of starvation as a weapon of war and prosecuting its responsible officials before competent international courts.

Gaza today stands at a critical moment in its humanitarian history, and the international community faces a genuine test of its commitment to the principles of international humanitarian law. Turning a blind eye to this documented crime only grants the Israeli occupation a green light to repeat it. This is a historic responsibility borne by the international community, all states, and every international and UN institution without exception. Any disregard of this crime by any state or international organization constitutes active complicity in the continued violations and places them under international legal accountability.
